1995 Dodge Neon fly wheel will not engage

it may be a bad starter drive. you need to pull the starter and see if flywheel teeth are broken off. if the starter drive is bad then you'll need to replace the starter. check fuse and starter relay in underhood fuse box first though. you can replace relay with a like relay for a quick test.

Starter has been removed and bench tested and the starter is good. So, starter isn't the problem. However it could be the relay. I'll check it. But what other issues could it be if its not the relay?

autoparts can test to see if the starter is good but not the starter drive which is the gear part. if you r car turns over but quits priorto starting then the drive is bad, you could have aloose or poor connection someplace as well or teeth missing on flywheel.

The car has not ran in 2 years. I had it up on blocks while doing some body repair and installed a new radio. After installing the radio, the car ran so I could listen to the radio to make sure that it worked. Ever since the car has not ran. All the starter does is the rapid "machine gun" sound. I have removed the starter and it has been bench tested giving it a clean bill of health.

Now, the battery has been put back after 2 years, I just need to figure out what other possibilities it could be to rule out that the engine may be ceased. Which means I need to either buy a new car or find a rebuild.

if you want to know if engine is seized or not , take the plugs out an dseeif you can get a wrench on balandcer and turn engine over. tha tis the simplest way

besides normally a starter will just clunk with a seized engine.

I just don't know what else it could be that the starter is making the rapid rattling.

I already told you in a couple of replies back. autoparts cant test the starter drive
