what are the volts, ohms , resistance of each wire suppose to be at the coil with key on, key off ?

They seem to be switching because the test light flickers while cranking, I GET 12.5 VOLTS AT POWER WIRE AND 3.5 VOLTS AT SIGNAL WIRES

You're doing tests that we don't normally do. What problem are you trying to solve?

You should have 12 volts at the feed wire for the ignition coil pack, all injectors, and alternator field for one second after turning on the ignition switch, then again during engine rotation, (cranking or running).
