1995 Dodge Caravan No Brake lights

I have a 95 dodge caravan. I have no brake lights. My turn signal works but hazards do not. I have changed bulbs, fuses and brake light switch. Is there a relay for the brakes? What else could it be? At the same time my head lights went out too. Only lights I have are my running lights and interior lights.
