Have you confirmed that the fuel pressure is within spec? It sounds like a weak pump. I don't understand what you mean by "But if I plug block heater, it tuned..." Also, what temps are you in presently?

If you don't use the block heater, does the engine crank and try to start?

I would recommend starting by checking the fuel pump pressure. It may be weak.
