Do you hear the washer motor running? If not, suspect a defective motor. You can double-check by measuring the voltage between the two wires in the plug while a helper presses the switch. If the motor does run, look for a cracked rubber hose.

Yes, replaced that motor. No cracks in the lines. Still nothing.

How about the ground wire? If you measured with the meter's ground lead on the battery or body, try it in the ground wire of the plug. Also keep in mind a voltmeter draws almost no current to take its reading so you can have a broken wire with just a little carbon track in the break. That will be enough for the meter to pick up but it won't pass enough current to run the motor. In cases like this, a less expensive test light can be more accurate. You can connect any 12 volt bulb such as a brake light bulb to the two wires in the connector. If the bulb lights up, you know it should be running the motor.
