My car will not start

My 1995 Cadillac Eldorado will not start it just makes a hard clicking noise that it all my lights come on the battery is fully chargedn it has a new starter.

your engien cold be siezed for one thing. why was the starter replaced? If it making a hard clicking noise then it still can be the starter. You need to see how much power it's getting . You could have a bad cable as well.

u gotta bad connection or the battery is bad.check the voltage at the starter.peel the rubber back and clean the cable ends.gl
