can a electrical short cause intermittent high rpm. i got 95 lesabre. I changed Idle air CV first, it seemed better for short while but continued. I changed wiring harness connector for same and it seems it improved considerably. But high rpm continues, sometimes at immediate startup and other times at idling when going through restaurant drive thru. not sure what to do next. earlier on, i had issues with automatic temp control and replaced blendor. kinda thought from then that possible electric short coming from ATC area because of the way the engine would run and the way the ATC was not blowing enough heat. thanks for help.

i would look at the throttle body where the idle air control is. they carbon up and it restricts the pindle from moving correctly.
