THIS COULD BE A MASTER CYLINDER THAT'S PLUNGER IS ALLOWING FLUID TO SLIP PAST (NEW ONE IN ORDER)
OR
MAYBE YOUR DRUM BRAKES ARE OUT OF ADJUSTMENT (THEY SHOULD BE ADJUSTED OUTWARD UNTIL THE DRUMS WILL BARELY CLEAR THE SHOES WHEN YOU INSTALL IT, BUT NOT SO TIGHT THAT THEY DRAG WHEN YOU ROTATE THE WHEEL.)
IT MIGHT BE YOUR BLEEDING TECHNIQUE TOO. MANY PEOPLE SORTA "WING IT" NOT KNOWING WHAT TO DO, 'CEPT LISTEN TO THEIR PALS! SOMETIMES IT'S VERY COMICAL TO WATCH THE VARIATIONS PEOPLE COME UP WITH.

THE BIGGEST THING TO REMEMBER IS: DO NOT LET THE FLUID GET LOWER THAN 1/2 FULL BEFORE YOU REFILL IT! IF YOU LET IT RUN DRY, YOU GOTTA START ALL OVER.
