I have a 94 toyota hi ace van. Sometimes when the van is in neutral and I try to put it into gear it will not go into gear. I took it to a mechanic who said it was the clutch, so i got a new clutch put in, but still the same problem. do you think it's the gearbox?

It could be the clutch hydraulic system. You may have air in the line or need a new master cylinder or slave cylinder.

It all depends on what is wrong. It is a pretty simple system with cheap parts, so i would not think it would cost a lot.
