i changed the camshaft in my 1500 engine, set the timing according to 3e chart and it's still off, where should it actually be?

So 3E and roll pin at 12 o'clock on cam gear and crank gear on mark cyl one at TDC and valves adjusted correctly? was engine turned over by hand two revolutions to check marks lined up?
