My vehicle will not shift out of park. What can I check out before I send it to the shop?

My vehicle is a 2wd V6 auto tran. When pressing down brake there is a whining sound. Button on gear shifter will not press in when attempting to shift. transmission fluid is fine.

Are the brake lights working? The park lock solenoid gets power from the brake light switch to release.

I am not getting the brake lights to come on when pressing down pedal. I will look for the cause starting with the fuse. Thanks.

check fuse and check the switch itself.
