Twist and tug on 'em. The pegs are probably rusted to the rubber sleeves. If the chrome plating has lifted and there's rust on the bolts, they must be replaced because that's what allows the caliper to slide freely. Lube the new bolts with high-temperature brake grease that contains molybdenum disulfide. "Rusty Lube" is one trade name I like but there are many others.

Just to add to this one if your talking about the caliper pins being frozen they don't have a rubber sleeve on those. What you would have to do is get a propane torch heat it up really hot lock a pair of vise grips on the caliper pin and twist it back and forth while pulling it out.Once the pin is out it it is best to get new ones.If your going to reuse the caliper housing your going to have to get some liquid wrench spray it into the bore where the pin goes and also get a bore brush to clean the rust out so the new pin will slide smooth.Other wise just get new pins and caliper housings.
