1994 Cutlass-Supreme brake repair question

1994 Cutlass-Supreme mileage: 150,000. I have repaired the brakes on all of my past cars. A local mechanic has told me that it requires a special tool to replace the pads on the rear brakes. Is this true or is this a ploy to make money? (A lot of money)This is an ABS system. Thank You.
