Brakes are not stopping smoothly as you come to a stop. Grabbing and stopping unevenly, whining sound then the ABS light will come on and the car will stop smoothly. When ABS light is off there is uneven braking at the wheels, pads are worn but not bad, rotors are good. Not sure what is causing the abs issues and why when the abs light comes on it will brake smoothly at all four tires.

Sounds like you have a case of false activation of the anti-lock brake system. The place to start is by having the diagnostic fault codes read. You'll need to find a mechanic with a scanner that can access that computer. The codes will tell you the circuit or system that needs further diagnosis.

False activation is typically caused by a problem with one of the wheel speed sensors. The common causes are a cracked toothed tone ring and rust or metal particles stuck to the sensor's magnet.
