1994 Lexus ES 300 speed omometer

my 94 lexus es 300 ,the needle wont read the speed I know the instrument cluster works I had it in my other car which is the same make and model .I replaced the speed sensor and the shaft on the transmission box too. But, the tachometer read the r.p.m s but not a fraction of movement from the speed odometer. some guy I know mention it could be the sensors in the hub or have some in or around the wheel axel .of the front.do they have wheel rotation sensors ? I've racked my head trying to figured it out. please help me. and if you have any suggestion .please show me a picture or a schematic where its located at.

A scan should give you a faulty speed sensor reading if this is the problem, have you done this as yet?
