Can a bad rear main seal allow the flywheel to move so the starter doesn't turn it when starting it

Nope. If the oil is leaking badly enough, it might cause the clutch to slip but that would have to be one horrendous leak.

No-Why don't you try shimming the starter closer to flywheel so it can engage the flywheel-
