1994 Hyundai Excel Throttle Body Position Sensor

Hello, I have a 1994 Hyundai Excel GS and I changed my Throttle Position Sensor and when I installed it it keeps the Throttle Body Plate slightly open. Did I happen to install this the wrong way?

The mounting holes are slotted. Loosen the bolts, then let spring pressure push the sensor while it closes the throttle blade. If that doesn't work, there are fingers that go into holes in the sensor, and those are likely not in correctly.
