1994 GMC Sonoma blowing fuses

when I turn the ign key on it blows the inst panel fuse.this does have tilt steeing.have checked almost everywhere for a bad wire,could this be in the steering column itself?

check for soemting added on recently if not then check to see if it's a bad cluster, meaning if you are getting atll the signals and fuse doesn't blow then it's the cluster.
