ignition key cylinder

i have a 1994 ford contour and i cant get the ignition key to turn. I know that you have to be able to turn the key to replace the cylinder what do i do

Alot of times what I do is spray a little penetrating oil (wd-40) inside the tumbler, insert key and *LIGHTLY* tap on key with a small hammer while turning the key. Give this a shot and let me know. Hope this helps.
