Why would the throttle body not be getting fuel?

Truck stopped running because of distributor and timing issues. I have fixed both the distributor and timing chain issues. But now the engine is not getting any fuel. When trying to start the fuel pump is not running and the TBI's are not spraying. I installed a jumper at the fuel pump fuse and fuel pump runs, but when trying to start the TBI's still will not spray. Is this a ECM issue or possibly something else that I am missing? Also, I found a broken/fried wire located behind the shroud covering the fuel pump fuse and relay. From what I can tell it was connected to the 12volt terminal block. It is a orange wire and at this time it is grounded. Per the manufacturer's diagram there is only one orange wire, but this has two. Prior to all of this the truck ran like a champ and had no indication of any problem.

Check and test the distributor pick up coil

No that is not the problem. Pick up is working and coil is firing. Something is stopping the fuel pump and TBI's from working.

Check for power at the injector harness and also check the fuel pressure if its within specs
