1993 Toyota Trueno Engine checklight and code problems

When starting the car the engine check light remains on and the car goes into limp mode and wont rev over 4.

I trued to follow your instructions reading the code, but the light remains on and does not flash. Im not sure if this is because all im using for a jump wire is just old auto electrical wire or there maybe something else?
Any help would be appreciated
