1993 Toyota 4Runner oil pressure

I had my 3.0 v6 rebuilt, new oil pump and all, now another mechanic says it needs a new one, current one only has 12 lb pressure. if he cant do it in 9 days, what are my options?

12 lbs of pressure at an idle? Does it increase with RPM's? Is there any knocking or ticking from the engine?
