ac pressures are low side-25 high side125

1993 toyota 4runner 3.0l v-6. - With system charged and compressor running whats wrong with ac new compressor new dryer. ac is charged to spec 1.98lbs and gauges read low side -25 high side 125. frost on low side hose going to expansion valve and high side not hot. expansion valve??

toyotas are notorious for expansion valve failure/sticking.

I would make shore it is fully charged. Suck it out and see what you have . The readings you have are on the low side. Re charge just to make shore its fully charged.
