1993 Plymouth Sundance car not getting gas

Replaced fuel filter and cleaned fuel tank after running out of gas. The car still acts. Like it is clogging up. Can here the pump pumping.

Have you checked fuel pump pressure? Often times, the pump sucks up dirt and is damaged when they are run too low.
