flue pump

I had a flue pump replaced on my 93 cutless cira 3 months ago. I was told I had to keep a half of tank of gas in the car. I have recently began having the same type of trouble cranking my car.It doesn't want to crank back after it initially cranks and I have driven and turned it off. Is this a defective flue pump again?

Check the fuel pressure with a fuel pressure tester to rule out the fuel pump-

The spec is 41 to 47 PSI.
