The piece that the cap locks onto, can you remove that piece? Then use a drill and drill out the lock, see if the cap will come off then? I say remove that piece so you dont get metal shavings in the gas tank.

If you turn the key ccw to release lock, then use left hand drill bit and then reverse the drill.
