93 Ford Explorer Gas smell

The white steam that comes out of the exhaust pipe when the truck is cold smells like gas. Is that the fuel injectors? thanks,

Could be running rich:

1.Excessive fuel pressure can be cause by restricted fuel return line
2.Defective Oxygen Sensors.
3.Leaking injectors and fuel pressure regulator.
4.Coolant temperature sensor out of calibration.
5.Restricted air intake system.

maybe not? leaking fuel pressure reg can put gas into intake too.
