Very sorry to leave you hanging. I just looked at the 3.3L in my '95 Grand Caravan, and the fitting you're referring to is in the middle of the front valve cover. It is crimped on but should not be free to spin.
I can recommend two fixes. One is to find a used valve cover in a salvage yard. There's no gaskets used on them. You must scrape all the old gasket sealer off both surfaces and use a new bead of sealer. A rotary air tool with a scuffing disc works best. The Chrysler dealer's parts department has gray and black sealant. With the black stuff, there must be absolutely no trace of oil on either surface. If there is, the sealant won't bond and seal. The gray stuff gets a little harder but will bond through a small film of oil if both surfaces aren't perfectly clean.
The second fix is to wash the area around the fitting with brake parts cleaner or carburetor cleaner, then force in a bead of the gray sealer around it. Once it sets up it will seal the tube.
