Check and test fuse no.5/28, wiper and washer switch and body computer

Turn the switch to "low" or "high", then push on the motor to see if it runs.

OR, use a test light to test for voltage on the case of the motor or the mounting plate. If you find voltage or the motor runs, run a new ground wire from the motor to the body. The brass ground strap riveted to the mounting plate burns a bad contact under one of the three mounting bolt heads.
