1. Installed new ignition switch and lock cylinder. 2 days later instrument panel gages stopped working and a/c is stuck on heat. Had car totally checked out, bcm, ecm, pcm, mmmmmmmm, all circuits, groundings, wirings, fuses, relays, etc., pulled old instrument cluster, and tested the plugs in engine panel and they are ok asa well, grounded and power, so determined it was instrument panel itself. Ordered new/used one, installed it and nothing on that one either. Did I get bad insrument cluster?

possibly, but i would verify that the fuses are good. test them with a volt meter or test light to verify power.
