CODE 15 COMES BACK ON WHEN SENSOR REPLACED RESET THE TROUBLE CODE. WIRES CHECKED

Just looking at the wires isn't testing them. All wiring has to be tested for shorts and opens and voltage drop.

WIRES HAVE NO SHORTS OR OPENS. HAVE 5.2 VOLTS TO TEMP SENSOR

CHECK SENSOR GROUND,CHECKED GREEN WIRE FOR SHORTS WITH FLUKE METER NO SHORTS.CHECKED VOKTAGE WITH IGN TURNED ON ENG NOT RUNNING HAVE 5.2 VOLTS.CHECKED VOLTAGE WITH ENGINE RUNNING HAVE 5.2 VOLTS.VOLTAGE CHECKED THROUGH THE SESOR WIRES BACK AN GREEN WIRES

You're going to have to use a scan tool to read sensor data. The code is for low temp so it's likely an open circuit somewhere. It could be in the ECM but I doubt it.
