fuel not making it to filter

So you never checked for power and ground to the fuel pump while cranking?

What do you mean? the pump sounds like its pumping

You will need to check for voltage to the pump and make shore there is no voltage drop on the power and ground side . This can be checked with a good volt meeter . Or just add a good ground and jump power to the pump to see if it runs.
