sometimes the fan comes on when I first start the car cold

i have a 1992 impreza import sometimes when i turn the ignition on the engine fan cuts in when the car is cold,when this happens it can take 3/4 attempts to start the car this does not happen everytime. could this be a faulty sensor and if so which one
