why am i getting a 19.7 V reading at my IAC valve

Ive been trying to get my cars idle right for over a week now. Ive replace a few vacuum lines,changed my egr valve,my ect sensor,a coil pack,took off my throttle body,took apart and cleaned,but still having an idling issue.According to my hanes manual i should be getting a reading of between 1.5 volts and 10.5 volts when i check it from the green/white and the green/black wires from my idle control valve with my ignition in the on position. Im getting a reading of 19.7 volts. Is this right?

That's not possible without the engine running and even them highly unlikely. You must have your meter set to the wrong position or something.

Just to add o this one habe you checked the wiring for being pinched or damaged to the iac valve?Also real common the vacuum line from the intake to the pcv getting a hole in it.Also check all the vacuum elbows on the back of the throtlle body injection and where they lead to egr solenoid canister purge solenoid and map sensor.

My meter is set to the right setting. shouldnt it fluctuate also? Its a steady reading. Ima check some other connections to make sure my meter aint on the fritts.

It is not possible for a 12v battery to produce over 13volts without using an inverter.

It was set on A/C. LOL. k,now im gettin a 8.8v reading. Im gonna go ahead and change the IAC valve and hope it fixes my idle problem.
