You don't really test relays. You test all the signals coming in to the relay and then the subsequent output. All relays require 2 power inputs, one ground input and a load terminal to operate.

Since it's a fuel pump relay that you're testing, you have to realize that it only powers for 2 seconds when the key is first turned on.
