windsheild wiper arm

Driver side windsheild wiper wont function properly...It does move, slow at first and then still wont move like it should..

I checked the bolt to make sure it was tight and also removed the ice that was on and around the arm..

Not sure what else to try, any ideas?

take arm right off and check that it's not stripped. is it a nut or bolt? it may have a limit as to how much it can be tightened. shimming with a washer may increase it's holding power.
