92 Lincoln wiper motor inop just clicks

1992 lincoln wiper just clicks in dash(governor?). Put in new motor. Only the green wire on the wiper motor 4 wire connector is hot regardless of switch position and only one wire on the 3 wire connector on motor is ever hot.

Check and test the wiper control module behind left side of dash

ok, will try that today, someone said when the old motor went out it may have taken the wcm out with it, thanks
