Jeep headlights

I have a 92-93 4.0 limited jeep cherokee, my headlights arc and dim after a short time, the arcing comes from under the dash, I've tried the fuse box and a visual check of cables, any suggestions please ?

What do you mean by arcing under dash?

I can hear an arcing sound from under the dash, not smelling any burning (luckily), but it sounds as though something may be shorting out ? but not blowing fuse.

I believe it is not a short circuit anywhere. Problem is more likely to be a loose or poor contact between connections. Test the beam select switch and headlight switch to see if it is coming from either of them.
