Headlights?

Ok so i can only turn on my brights on my car, i replaced the head light switch and it does the same thing. whats going on?

maybe it's the dimmer switch.

i will have to check that this is actually for my dad...so where is the dimmer switch located?

it's part of multi switch on columbn. does it click? red/black wire is low light green/black is high.
