my power surges and runs the battery up then drops to the lowest point. I have replaced alternator in past and it didnt help is there an external voltage regulator i can replace?

This vehicle does have an external voltage regulator.
It is located on the fire wall.

I have attached a picture for your reference.
Also include the voltage regulator testing procedure below.
