92 Buick Century runs rough with loss of power. Changed coil packs, fuel filter, oil filter, plugs, wires. fuel pressure is 40psi. What could be the problem? There are no engine codes

Clean the idle air control, look for vacuum leak and also clean out the EGR and PCV valves
