1991 Volkswagen Beetle Secondary air pump

My volkswagen beetle keeps turning off on me, whenever I come to a complete stop or when it is in parking mode. I had taken it to an independent dealership and they couldn't figure it out. Therefore, I took it to the volkswagen dealership and they told me the problem was the secondary air pump. It had something to do with not enough air coming in, or an unbalance of fuel and air, and not the right amount being pushed of. They told me it would cost $815.93 to repair, is this an average price or should i attempt to fix it at another independent dealership? and would the independent dealership be equipped to resolve the issue?

If they are replacing it with a new OEM part, that isn't too out of line.
