1991 Subaru Legacy Trigger signal to coil pack.

The car just wouldn't start one morning, it's only giving me impulse signal to one side of the coil pack, I've tested the crankshaft sensor, the camshaft sensor, the igniter, the coil pack and I've checked the wiring for continuity from the ECM all the way to the coil, I've put two ECMs in it out of the same model of car and I still get the same results, only one impulse signal coming out of the igniter, I've also cleaned the crankshaft and the camshaft bumps that pass by the sensors!! I'm stumped. Thank you.

check your ignition relay an dfuses and fusible links to see if there is power there or not. see pic for location

Ive checked all of that and bought a brand new ignition relay, I tested the ignition switch today and its good. I'm wondering could it be the oxygen sensor? The impulse wire makes my test light flash only when I turn the key from run to off. It won't flash my test light while cranking the engine. How can it give a pulse signal to one coil and not the other?

it cold be a bad coil for one and check crank and cam sensor also scan for codes see if any come up.
