1991 flooding problem

I still have raw fuel flooding my throttle body when I turn ont he keyk.

I took the throttle (carb) off, cleaned everything, new injector (12v when key turned on) new throttle body fuel pressure sensor (aattached to butterfly valve in throat of carb).

turned on key, you can hear the gas pump in the tank building up pressure. during the run time of the pump, thats when i get my flood of gas.
while cleaning the carb. there is a 4 poing plug on the rear of the assembly next to the firewall. that controls a spring loaded rod with an arrow head shaped end on it. what does that do?

I did not get voltage from any of the 4 wire ends when i tested it. does that have to do with gas pressure? if it does and is not functioning then willit flood the carb.

would it allow loss of fuel pressure while sitting and thus have to "catch" up on pressure before starting the engine??

could that be my gas imput problem????

There is nothing that will effect the fuel injector, at key on, except what I've already explained.

Appreciate you help, will keep you on my "to contact" list if I need help again.
