Lost power to headlights/power locks/dome light/windshield wipers

All went out at the same time. The radio has power but the display doesn't light up and all I hear is a soft static with a repeating beeping noise.

Everything else works, I got turn signals/brake lights/power seat/car starts and all the fuses seem fine. There is one 30 AMP silver fuse I cant tell if its blown or not it isn't see through like the others.

Check the 30 amp fuse by checking for continunity.

I didn't have a multimeter so I just went and bought a new fuse, no luck unfortunately.

I'm going to test the relays tomorrow if that's not it I'll see if I can find a way to get to the dimmer switch. Only things I can think of that might be the problem yet.

It would make sense, but the power loss to the locks doesn't seem to fit.
