Brake pedal is spongy. Not leaking fluid ,bled the brake system replaced rotors/pads needed. I suspect the proportioning valve or maybe the booster or am i going down the wrong path

No to the booster and no to the proportioning valve. Have you properly adjusted the rear brakes?
