turn signal either left or right the 4 ways flash instead

i have a 1991 jeep wrangler, every time i use the turn signal either left or right the 4 ways flash instead.the side marker lights will not flash but my gauge lights flash with the 4 ways.

I found that the blue and red wire that goes to my light is flashing along with the turn signal wire. i took the wire loom off the wire to check and see if there was a short or open wire no luck
