Fuel Pump/Pressure Problem

I had what I believe to be a bad ground cause my truck to stall and would not turn over or crank. When I would touch the ground wire it was very hot. I replaced the entire ground wire. The truck cranks fine now but I have not fuel pressure anywhere (fuel rail, filter, fuel pump). I have checked the fuel pressure all the way back to the pump. Both pumps charge up when the key is turned on but no pressure. I am getting a spark. I am getting power to the fuel injectors. The pump in each tank will come on for about two seconds and shuts down, as it should. I can spray starter fluid into the throttle body and it will start and run as long as I stray starter fluid. I replaced the pump in the mid tank and still no pressure. I have disconnected the fuel lines and blown them out. They are clean. I tested the voltage going to the mid tank fuel pump and it appears that I am getting less than 1 volt to the pump. What should be the voltage going to the fuel pumps? If I am getting low voltage to the fuel pumps, what could be causing it? Any ideas? I am stumped.

Make sure the ground for the pump is good. Check wiring. Check to make sure there is 12v at the relay.
