Can a vehicle that has been parked for 2 years still be in shape to run, even if it has not been in use. It was parked because it needed a new windshield and side glass but nothing other than was damaged everything was working fine.

Make sure the battery is good, all fluid checked and attempt to start-if it refuses to start while being crank over check what's missing -fuel or saprk

Absolutely. I have a '93 Dynasty with just over 4,000 miles that I drive about once every five years. The gas is over 8 years old and the car runs fine. I also have a 1980 Volare with 45,000 miles that I let sit all winter and just drive once in a while in the summer. That gas is also about 5 years old and the car runs as well as a lot of new cars.
