steering column housing replacement

I am having trouble removing my steering column housing it will not budge. I have tried everything.

you have to remove all the switches first then there are two bolts that hold it in place. tilt columns are a little different. you need a special tool to remove the lock plate on top under steering wheel then a snap ring. See picture.
